METHODOLOGY FOR FORMING A SYSTEM OF DIGITAL INDICATORS FOR MONITORING EDUCATIONAL QUALITY IN HIGHER EDUCATION INSTITUTIONS
Abstract
This thesis scientifically developed a methodology for forming a system of digital indicators for monitoring educational quality in higher education institutions. The study systematized indicator selection, normalization, weighting, aggregation, and statistical and substantive validation stages. Drawing on international standards, national education requirements, and learning analytics approaches, a five-stage methodological sequence was proposed. The findings showed that digital indicators strengthened the reproducibility and transparency of monitoring and improved evidence-based decision-making in higher education quality assurance.
