Abstract

This article analyzes the processes of building an inclusive society in New Uzbekistan from philosophical, social, and political perspectives. The study substantiates that inclusivity is not limited to the distribution of economic resources but is closely connected with the formation of an ethical and political culture that recognizes the human being as the highest value. Based on the principles of “recognizing the Other” and “living together,” the expansion of public participation, the strengthening of public oversight institutions, and the growing activity of non-governmental non-profit organizations are presented as key components of modern inclusive policy.

The article examines the Development Strategy of New Uzbekistan for 2022–2026, the “Uzbekistan–2030” Strategy, the Law “On the Rights of Persons with Disabilities,” as well as obligations arising from international conventions. It highlights reforms aimed at supporting persons with disabilities, improving the rehabilitation system, creating a barrier-free environment, and advancing inclusive education.
