Abstract

Reforming the state civil service, training national personnel, their phased preparation for future leadership in the state civil service, and organizing their career growth in accordance with meritocratic principles remain pressing issues. In order to further improve this sphere, many progressive mechanisms and leading ideas are being implemented to create a class of managerial personnel deeply imbued with the moral character of the civil servant, the vaccine of honesty, in accordance with the norms of legislation and the consciousness and lifestyle of society. At the same time, it is necessary to create and implement effective working mechanisms for improving the system of training leading personnel of a new generation, respecting the dignity of a mature person, intolerant of corruption and professional, for their targeted retraining and advanced training for industries and spheres, as well as improving the procedures for conducting effective scientific and innovative research in this area. Research is being conducted in this direction.
