Abstract

The institution of petitions and complaints constitutes one of the most important procedural guarantees for protecting the rights and legitimate interests of participants in criminal proceedings. This article examines the constitutional, legal, and international foundations of petitions and complaints, as well as their statutory regulation within criminal procedure. The study also analyzes the procedural requirements governing the submission, examination, and resolution of petitions and complaints, highlighting their significance as legal remedies against unlawful actions, decisions, and omissions of investigative bodies, prosecutors, and courts. Furthermore, the article explores the relationship between national criminal procedure legislation and international human rights standards while emphasizing the need to improve procedural guarantees through legislative reforms, institutional accountability, and technological modernization. It concludes that an effective system of petitions and complaints is indispensable for strengthening the rule of law, enhancing public confidence in the justice system, and ensuring fair criminal proceedings.
