Résumé

In the Republic of Uzbekistan, elevating the parliamentary system to a qualitatively new stage constitutes a fundamental component of the strategy for building a democratic state governed by the rule of law. The path of development of the renewed Uzbekistan requires systematic measures aimed at liberalizing the system of public administration and ensuring openness and transparency. The legal foundation of this transformation lies in the 2023 constitutional reforms, which defined the protection of human interests, rights, and freedoms as the main objective of all political and legal measures, including the activities of the parliament.  This constitutional legitimization ensures that parliamentary reforms are carried out within a humanitarian paradigm. The parliament is now viewed not merely as a legislative body, but as a mechanism for guaranteeing human rights.
