Abstract

Contemporary environmental governance is undergoing a structural shift from top-down state regulation to collaborative institutional frameworks. This article explores the concept of synergistic eco-governance - a model driven by formal social partnerships among state authorities, non-governmental organizations (NGOs), local self-government bodies, and private enterprises. By pooling administrative legitimacy, civic engagement, and capital, social partnerships bridge institutional gaps, optimize local ecological monitoring, and ensure long-term policy compliance. The study highlights how multi-stakeholder collaboration transforms environmental protection from a regulatory burden into a shared socio-economic objective.
