LEGAL FOUNDATIONS OF FINANCIAL STABILITY IN THE CONTEXT OF BANKING SECTOR REFORMS IN UZBEKISTAN

This thesis analyzes the legal framework for assessing and ensuring the financial stability of commercial banks in the Republic of Uzbekistan within the context of national and international regulatory standards. The study examines key legislative acts regulating banking activity, including laws on banks and financial institutions, corporate governance regulations, deposit guarantee mechanisms, and presidential resolutions aimed at strengthening the banking system. Particular emphasis is placed on prudential supervision conducted by the Central Bank, including capital adequacy requirements, liquidity standards, stress testing, and risk management regulations.
The research also explores the impact of the 2020–2025 Banking System Reform Strategy, which focuses on privatization, digital transformation, enhanced corporate governance, and the attraction of foreign investment. International standards, especially the Basel III framework and IFRS, are analyzed as essential components shaping modern banking regulation.
The findings demonstrate that effective legal regulation, strengthened supervisory mechanisms, improved corporate governance, and a reliable deposit guarantee system are fundamental to maintaining a stable, competitive, and resilient banking sector in Uzbekistan.
