Abstract

This scientific article comprehensively examines the theoretical foundations of the systemic development of communication and informatization service networks for the population within the framework of modern economic theory and the concept of the digital economy. The study provides a scientific substantiation of the institutional and functional role of information and communication technology infrastructure within the economic system, the position of the telecommunications services sector in the structure of the national economy, and the structural determinants of its influence on socio-economic development processes. In addition, the transformational processes occurring in the sector of communication and informatization services, the institutional structure of the services market, and the factors influencing the efficiency of economic resource circulation and information flows within the development of telecommunications infrastructure are analyzed in depth.

In the context of the rapid development of information and communication technologies, communication services function as one of the key infrastructural components of the modern economy, contributing to the improvement of production efficiency, intensification of information exchange within the economic system, and optimization of transaction costs among economic agents. From this perspective, the sustainable development of the telecommunications services sector is regarded as an important institutional mechanism ensuring structural modernization of the economy, stimulation of innovative economic activity, formation of the institutional infrastructure of the digital economy, and intensification of the economic circulation of information resources.

Within the framework of the study, the economic essence of the communication and informatization services network, its institutional structure, as well as the multiplicative and synergistic mechanisms of the influence of telecommunications infrastructure on the economic system are scientifically interpreted. At the same time, the role of information and communication technologies in economic development processes, the diversification of the services sector, and the interconnection between the telecommunications services market and the processes of digital transformation are theoretically substantiated.

The analysis indicates that the level of development of informatization services and telecommunications infrastructure represents one of the key determinants accelerating the digital transformation of the economic system. The expansion of communication service networks enhances the efficiency of information flows among economic agents, ensures institutional transparency of economic activity, and forms an infrastructural platform for the optimal allocation of economic resources. In this regard, the development of telecommunications infrastructure, the improvement of institutional mechanisms of the information services market, and the structural modernization of the communication services sector under the conditions of the digital economy are considered strategic directions of economic policy.

The results of this research contribute to a systematic interpretation of the theoretical foundations of the development of communication and informatization service networks, provide a scientific justification for the role of telecommunications infrastructure in economic development processes, and facilitate the formation of scientific and practical approaches to improving the institutional mechanisms of the services sector in the context of the digital economy.
